Strategic Priorities 2013 Update

Council adopted its 2012-2014 Strategic Priorities 2013 Update, created from strategic planning undertaken during the past two months. The document indicates the following priorities:

The 2012 - 2014 Strategic Priorities 2013 Update is accompanied by the 2013 Operational Details document which defines the specific initiatives and includes timelines for meeting Council’s strategic goals. The documents are available for the public to view here.

Green Bay Drainage

Council directed staff to proceed with the detailed design of improvements to the drainage watercourse from Boucherie Road to Green Bay and to bring cost estimates to Council for consideration in May. Council heard that residents and a business in the area are concerned with drainage discharges through local lands and into Okanagan Lake causing erosion issues; and, that the drainage system was not developed appropriately to convey stormwater runoff from upstream, recently-developed areas. District staff are working with the Green Bay Residents' Association and proprietors of Quails' Gate Winery in an effort to achieve consensus on the nature of the improvements to be undertaken.

Glenrosa Development Application

Council rescinded the December 2011 second reading to Official Community Plan Bylaw and Zoning Bylaw amendments and re-read the amendments that reflect changes to the originally proposed development in the Upper Glenrosa area. The proposed development fronts Glenrosa Road to the east, and Yorkton Road, Morningside Drive and Astoria Drive to the North and involves a total of 191 residential units. The proposed development includes single detached, compact and multiple housing units, a neighbourhood commercial space and a park. Staff will continue to work with the applicant to prepare the application for public hearing.

Tourism Strategy

Council approved a 2013 Tourism Strategy for the District of West Kelowna, developed based on the recommendations of a tourism and marketing professional hired to analyze the municipality's activities in tourism. The strategy is based on the current model of cooperation and partnership with the Thompson Okanagan Tourism Association, Tourism BC and the Canadian Tourism Council. The overarching goals of the 2013 Tourism Strategy are:

  1. Increase consumer awareness and desire to visit and stay in West Kelowna.
  2. Provide better communication and participation opportunities for West Kelowna tourism based businesses.
  3. Identify opportunities for local tourism businesses to take over management of tourism activities.

Council has allotted $90,000 towards tourism activities in 2013.

2013 Tourism Strategy

Road Maintenance Inspections

Council authorized the Mayor to write to the Minister of Transportation and Infrastructure and the Minister of Community, Sport and Cultural Development as well as West Kelowna’s MLA Ben Stewart to request the Province address defects in West Kelowna’s roads and drainage network as indicated in a road maintenance inspections report. The District of West Kelowna assumed administration of roads maintenance in December 2012 and hired a consultant to analyze the state of the roads at the time of the transfer of maintenance from the Province of British Columbia. Based on inspections of 898 road segments, which indicated that 638 of these segments had one or more defects, it is estimated that remedial works required to address defects will cost $467,500. Council agreed to request, through the Mayor, that the Province appropriately address the identified defects.

Sanitary Sewer Master Plan

Council directed staff to initiate a request for proposals to retain qualified, professional consultants to prepare a Sanitary Sewer Master Plan for the District. The plan will assess the District’s current sanitary facilities, related capacities and conditions and will recommend appropriate improvements and policies to address any identified problems and issues. The intent is to have the plan complete by July 2013.

Boucherie Road Speed Limit

Council agreed to reduce the posted speed limit on the newly-upgraded Wine Route portion of Boucherie Road from 60 to 50 km/hour. The affected portion of Boucherie Road is between Stuart Road and Highway 97. The 2012 upgrade involved changes to roadway geometry, alignment and cross sectional elements and based on these changes, design speed and associated traffic safety considerations, staff recommended the speed reduction.

Sunnyside Upper Reservoir Repairs

Council awarded the Sunnyside Upper Reservoir repair contract to STT Stanco for the amount of $349,418. The project includes the repair of the existing reservoir with the placement of an aluminum geodesic dome with a life expectancy of 50 years.

Jim Lind Ice Floor Replacement

Council awarded the contract for the Jim Lind Arena Ice Floor Replacement project to James Alexander Construction Ltd. in partnership with Palladian Developments Inc. for the amount of $829,500. Council expects to realize approximately $300,000 in savings on the renovation project thanks to lower-than-expected bids on the estimated $1.4 million project. The project is expected to take four months to complete and will begin April 1, 2013.

2012 – 2014 Strategic Priorities – Fourth Quarter Update

Council was presented with a final update on activities undertaken in 2012 in support of Council’s 2012-2014 Strategic Priorities. The following actions were taken in the final quarter:


  • Priority 1 - Westbank Centre
    • Continued to develop a strategy to reconfigure the couplet
    • Met with local physicians in the development of the Westside Health Care Centre
    • January 2013 stakeholder meeting date set and invitations sent
  • Priority 2 – Industrial Land
    • Business Development Officer, with Mayor and Council, visited several businesses
  • Priority 3 – Economic Development Plan
    • Organized Westbank Centre Stakeholder meeting (held January 9th, 2013)
    • Hosted 1st Annual Breakfast with Business Event
    • Completed Strategic Planning for Westside Wine Trail with transition plan for 2013 and 2014
  • Priority 4 - Development Services
    • Development of application improvement strategy – established internal timelines for application processing
    • Draft Terms of Reference for Professional Reports for Development Services
    • Additional review of Geotechnical Terms of Reference


  • Priority 1 – Sewer
    • Engaged consultant to complete Development Cost Charge Bylaw
    • Completed Casa Loma Drainage project Phase 1
    • Adopted Best Management Practices policy
    • Completed Sewer Projects:
      • Glenrosa Phase 4 – Webber North/McIver Road
      • Lakeview Phase 6 – Hayman Road (Thacker North)

    • Made progress on the Sewer Servicing Strategy
