One thousand surveys were mailed out to randomly selected West Kelowna taxpayers in July 2012; by the August 31 deadline, 321 had been returned, enabling the District of West Kelowna to compile statistically accurate results.
Financial Services staff compiled the results and presented them to Council on at the October 16, 2012 meeting.
West Kelowna residents indicated that more service should be considered in the following areas:
The survey is one of the tools Council uses in setting priorities for the municipality during budget deliberations.
The survey’s primary objective is to determine how the taxpayers of West Kelowna evaluate the services that are provided and to identify services that are desired but not currently available.
Residents are asked to comment on quality and importance on a variety of services. The data is then broken down into a graph that clearly indicates when a larger than normal discrepancy exists between service level and importance. Discrepancies determine if a service exceeds, meets or falls short of taxpayers' expectations.
Municipal funds are limited, so a tool that identifies the priorities of the taxpayer is extremely beneficial to the District, particularly when comparisons from previous years are available and trends begin to form.
As in previous years, the 2012 survey was created using District of West Kelowna staff and supplies because similar polls cost thousands of dollars.
