On December 7, 2012, AEL, a division of HMC Services Inc. (AEL/HMC) assumed the provision of road services, under contract with the District of West Kelowna, for a total of five years. The contract is  valued at a base of $1,731,469 per year.

AEL/HMC will provide:

  • Bridge cleaning and bridge deck, piling and railing maintenance
  • Debris, graffiti and litter removal within the road network
  • Drainage maintenance
    • Culverts, ditches and piped storm sewer systems
  • Summer maintenance
    • Asphalt and gravel surface maintenance
    • Guardrail and barrier maintenance
    • Road shoulder maintenance
  • Winter maintenance
    • Sanding and salting
    • Snow removal and ice control

The District of West Kelowna will be responsible for:

  • Annual Road Rehabilitation and Pedestrian Improvement Programs
  • Sidewalk and walkway maintenance in the vicinity of municipal properties
  • Street lights (through a separate contractor)
  • Street sweeping
  • Traffic calming
  • Transportation planning
  • Weed control

The District of West Kelowna is not responsible for the maintenance of Highway 97, Highway 97C, Westside Road or streets on Westbank First Nation lands.

The District of West Kelowna would like to thank Argo Road Maintenance, under contract with the Ministry of Transportation and Infrastructure, for providing road maintenance services from December 7, 2007 through December 6, 2012.


Roads maintenance is the number one priority among West Kelowna residents as indicated annually in the Citizen Survey.

Subsequently, in its 2012 to 2014 Strategic Priorities, Council made road maintenance one of its top priorities.

Road maintenance is not to be interchanged with road rehabilitation, traffic calming or transportation planning, which are separate functions provided under the Engineering Services Department.
