The District of West Kelowna takes pride in maintaining and improving its facilities, ensuring they safely and effectively house the programs and services the municipality provides to the community.
The District of West Kelowna's Facilities Department is responsible for renovations and upgrades, energy audits and inventories, and repairs and maintenance for 18 municipal facilities. The list does not include lift stations and reservoirs, which are managed by the Utilities Department or parks and transit amenities, which are managed by the Operations Department. Facilities include: Municipal Hall (photo right); the soon to be LEED® certified West Kelowna RCMP Detachment; the state of the art Powers Creek Water Treatment Plant; an indoor pool; and, two arenas, including a 1,500 seat multipurpose facility. In addition to performing regular maintenance on facilities, to ensure their safe operation and longevity for the benefit of the taxpayer, the District of West Kelowna has conducted an energy audit, which details the efficiency upgrades and greenhouse gas emissions reduction initiatives the municipality can undertake as it endeavours to become carbon neutral in its corporate operations. As a follow up to the energy audit, an energy inventory will be performed on each of the major facilities and the required improvements will be completed when the time comes for upgrades or renovations. Recent examples of the success of this process include the Westbank Museum Building at 2375 Dobbin Road and the Lakeview Heights Community Hall at 860 Anders Road.
Staff also works with other departments to conduct regular assessments and, if necessary, complete a study, to determine when and to what extent repairs will be required at West Kelowna's facilities. The Facilities Department then works with the Financial Services Division to ensure money for upgrades is placed in reserves and that the proposed projects are placed in the 10 year capital plan for future Council consideration.
